While their initial collaboration may have been reluctant or cautious, Whittingham grows to see Charlotte as an essential, if volatile, asset in dismantling complex criminal networks. In The Sum of All Our Fears, Whittingham operates as a stabiliser. While Heather Reed and Vasara Romeka engage more directly in field work and emotional support, Whittingham anchors the investigation institutionally. He helps establish jurisdiction, provides legal cover, and liaises with other agencies, most notably during the French collaboration with Jean-Marie Duval and the tension surrounding Claire’s case.


He is the bridge between shadow operations and official intelligence. Without him, Charlotte’s efforts would risk collapse under bureaucratic or diplomatic pressure. His presence legitimises the morally grey actions of the team by grounding them in official necessity.
